First we have to restructure our entitlement program where having more children is not rewarded.
Real life decisions have to have consequences. We CANNOT have unskilled, unproductive people that are supported by the government giving birth to more unskilled people.

Not just entitlements but tax deductions also. I take mine every year but there is no reason for us to continue to encourage having kids through tax deductions.
We should be careful though lest we find ourselves in the same shoes as Europe. Their entire immigrant problem is due to low birth rates....there simply aren't enough workers to fill jobs.....
