Probably a bit of a cop out but if this is true their hands were tied regardless.

They hypothetically may have never accepted it because it had pro/rel — they said they weren't interested, but no one knows for sure if it was because of pro/rel — but they turned it down because they were contractually obligated to do that.
However, it made for a good thread title.
ETA: And the guy above me already said all this. This is what you get for writing a post when you're trying to pay attention in a conference call.

There's a pretty clear cause for all of this, but of course you want to spin this to be an MLS sucks issue.

Pretty sure this proposed deal wouldn't kick in until 2023. Why agree to anything that far in advance?

It's still 6 years down the road. They aim to add 4 or more teams by then. Keep doing what you're doing and reevaluate when you get closer.

Not necessarily. Getting 3b while keeping more control of the league would probably be favorable to what was proposed in this deal.
And there's nothing stopping them from making this same proposal 5 years from now.

The only reason Silvia brought this deal up is cause he is owner of a NASL team... he know he has no way of getting in to MLS ..so why not try and throw money at them... typical rich people .. I can't get what I want so let me throw money at them... I actually applauded MLS for saying no

Silva is really trying to do this to get his club in MLS. His $4b would let his Miami FC beat Beckham's Miami team into the league, and also allow Silva to decide how MPS games are televised. I just don't see how MLS could seriously entertain this proposal.
