It said federal regulation requires them to ride single file. Based on what I read he wasn't doing so. Is that incorrect?

No such federal law. The Trace also has new signs put up in the last 4 months that say cyclist may use full lane.
On a side note, I do think cyclist should stay to the right except when in heavy traffic when doing so isn't safe. They are States that have this law (including the part about when it's safe to do so), which from what I understand Tennessee now currently has to some extent.
