For the most part, you're right but just to make it that much more confusing, effect can also be a verb. "My contractor effected a repair to my roof quickly."

I suspect a mistake was made a long time ago and it stuck. I wish effect were only used like: to effect change or the policy was in effect. Use affect all other no matter noun or verb.
