The state of Missouri will pay $9 million to the family of an Iowa college student who drowned in handcuffs while in the custody of a state trooper.

This is an entirely separate point.

The "lives" we're typically concerned more about are the ones that aren't operating vehicles while intoxicated.

Yea, but only the would be drunk driver died. He didn't get to kill any innocent family out fishing.
