I wish we'd just drop swimming and diving and go niche with something like lacrosse or equestrian, or really anything but swimming. We'll never put up the millions for a new natatorium and even then it's an uphill battle

As a former swimmer, I can tell you that it would take a significant commitment to turn LSU into a swimming power. New facilities, a world renown coach, etc. Not to mention the resources involved with maintaining a pool and facility that size (which is not cheap).

Louisiana doesn't produce a significant amount of top talent and most of the worlds best coaches are already planted somewhere with great facilities where they have a lot of control over things. Finding a well respected world level coach that can recruit and coach would not be easy.

I'm not saying it can't happen, but you are correct in that it would take a lot of $$$ to make it happen.
