Best Steaks in Houston downtown is a little different than in "Houston". If you are staying at the Magnolia, Flying saucer bar is close by FWIW and you can catch the train there to the stadium.
I would go to Killen's Steakhouse. It's in Pearland which is down 35 from downtown. It's expensive and a ways away, but the best steaks I've eaten anywhere. It makes Ruth chris look like Texas Roadhouse. If you want to just eat a very good steak go to Vic and Anthony's or Pappa's Steakhouse off of McKinney. Morton's Steakhouse is good as well. All are in downtown.
