Weigh in motion only works when there's an operating scale house right after. The weigh in motion is not as accurate, so it pretty much just allows empty trucks to bypass the scale to save time. Trucks close to the limit are called in to weigh on the accurate scale at the station.
The biggest thing causing them to close is money. The two at the TX line flooded last year and never reopened. I'm not sure about the eastbound side in Breaux Bridge, it's been closed for a year or more. La Place and Hammond are operational. While they do generate revenue I'm sure its being used for something besides maintaining the stations.
MS and LA share a weigh station inside of MS on I-10, so they can issue LA and MS tickets, but that's rare.
