Stopped. Asleep in the right lane I believe. Some reports saying damage to car and flat tires but I didn't read any of that in the police report.

I wonder if this maybe wasn't the first time. Like if it could be the 2nd or 3rd time and they had to take him in

From Op's link. So sounds like he was crashing around while awake or fell asleep at the wheel.
Hardly sounds like he just started driving and then said, "I better pull over."
