The incoming freshmen are limited to particular leagues that allow them to play, so Prospect and Cal Ripken league are used.
Is this a new thing now? Before last summer, when Josh and Jake played, the only other player to play in the summer league as an incoming freshman was Gausman

It's becoming more common now, definitely. South Carolina had a couple guys doing it last summer too. The Prospect League allows each team to carry three incoming freshmen if they want to. Not sure what the Cal Ripken league allows. And now the South Florida Collegiate league apparently allows it to happen too.
TBH, I know I had heard of guys doing it before, but I never really looked that deep into it before Smith and Slaughter. But this year we've got 5 incoming freshmen scheduled. I don't know how many of them will actually turn into real freshmen after the draft though.
