My guess is it'll be a statue of Mitch that randomly periodically spits onto the sidewalk at different angles so he can be spitting on to citizens of the city for eternity against there will. Once a year at the biggest night of Mardi Gras the statue will piss all over the circle to ensure everyone's fun is ruined and his legacy as an arse clown is cemented.

Uh, I hate to be the one to break it to this dumbass, but in Katrina, water was the exact opposite of a "life-giving force".

This guy has really lost it. Somebody should really start looking for ways to have him removed from office. He's not mentally fit to govern.
