The mayor railroaded it through a worthless city council. NOLA is majority black, why was this not put to the people? A referendum to gauge the will of the people would have quieted all this lunacy.

Because why take a chance on a vote when you can guarantee removal (what he wants) without it

Even if a majority of the city population lean towards removal, There is a large chance that it is simply not a big enough care or concern to those that would likely vote to remove them, the issue is not enough motivation on its own to get them out to the polls to vote. Hell its hard enough to get people to vote for a president. He knows the constituency, why risk losing because of low voter turnout and a coalesced Opposition group when he can just force it through and get what he wants
