No, she wasn't.

You can see the video was edited when she got up to speak. I watched the meeting live.

She got up to talk on the agenda item regarding making the Police Chief position unclassified so the Mayor can replace the chief at will and without cause.

When she first got up she started speaking about the police which you can hear in the Chambers' video you linked and which was somewhat related to the Police Chief item on the agenda. It appeared she was going to tie her remarks to the Police Chief issue.

As soon as she mentioned Alton Sterling, the chair of the council interrupted her and told her to speak about the police chief item on the agenda and not about Alton Sterling. When she persisted in talking about Alton Sterling she was immediately removed.

The two men got up to speak when the agenda item being discussed was about a sewer back up that had damaged some homes and the council was debating paying damages to the homeowners. They said nothing about the sewer issue and immediately launched into the Alton Sterling incident.

You're either a liar or a fool for taking Chambers' edited video as factual as to the order of the meeting.

Which is it? Liar or fool?

Certainly he's both in general, but I think in this case, he's a fool. He saw something that was agreeable to his beliefs and jumped on it.
