When you're asking "who switched Flint to the water that screwed them" the answer is clearly "the Republican-appointed EM", not "the Democrats".
But I'm sure you can lie to yourself and pretend it was the big bad Dem's fault like everything else.

You forgot this little tidbit:

except when you understand that the Democrat mayor and city council moved for this switch and THEN it was approved by the EM
