Hypothetically, can a student athlete take a year off college then return to eligibility?

Yes.
Pretty sure it's based on years in the program (sport), not years in school.
That's the reason you see former baseball players coming in to play QB for a few years.

How it works, after each year, you have to have so much % of hours completed for your degree, and you have to take so many hours a semester. So if you take off a year, you are clearly ineligible for that year. However, if you still have the correct % of hours toward your degree for that academic year, you are good to go

If so, if someone who will be a junior sits out, will he be a junior when he returns?

ETA: Actually, still may be considered his third year since he wasnt "enrolled" for the year he sat out

So you can play in say year 1, then resign from the school for a full year, then re-enroll and play sports again as a year 2 athlete?

If that baseball player never enrolled in college, he can quit baseball and got to college to play football. But like in the case of Booty, he had actually enrolled prior to deciding on playing pro baseball. His 5 years to play 4 clock started the day he enrolled. So that's why he only had 1 year of eligibility when he finally quit baseball. Rule is, you have 5 years to play 4 once you enroll.

Was this rule not in place at the time Booty came back to LSU? Because I seriously doubt he had completed any college courses while he was playing baseball.

That doesn't matter. Once you enroll the clock starts. If you don't go straight to college after HS, you could enroll in college and be eligible for any sport at the age of 25 if you want. But once you enroll, the clock starts. Now there may now be some rules about completing a certain % of your courses, etc., but you still have 5 years to play 4.
