New Orleans has trouble supporting a minor league team, much less a major league team. Now, they certainly didn't do the Zephyrs/Baby Cakes any favors by building the stadium off of Airline.
That said: (1) they wouldn't get the consistent support for 81 games, (2) the weather is less than ideal during baseball season, and (3) you always have the threat of an impending hurricane(s) looming.
There are plenty of other attractive options for the MLB to expand: Salt Lake City, Portland, Charlotte, Columbus, Louisville, Nashville.

More people would go to major league sports than minor leagues.

I don't think a MLB team would work based on NOLA market size.
They reasons you listed are a non factors

NOLA already has a dome.
Hurricanes? Really? How does Miami do it with all these hurricanes messing up the schedule

This brings up a point... could the Superdome fit a baseball field? I remember in the late 90's, going to watch some college baseball games in the Superdome. But I wonder if the Stadium renovations after Katrina changed the floor layout at all with the positioning of seats that would make a baseball field not work?
Edit: just saw Loungefly's post. So I guess it wouldn't work.
