Read it. I wonder why they don't want carcasses to be eaten by birds?

My guess it to prevent eagles from being hit by vehicles.

I would venture a guess as to stop potential lead contamination in Bald Eagles and other scavenging birds. Even though they require steel shot if using a shotgun, rimfire rifles seem to be the weapon of choice when dealing with nutria.
