Barbara Norton craziness - new House bill on kids and Uzis

If you don't know who Barbara Norton is, you are missing out on a whole new level of nutty. She is a Democratic state legislator from Caddo Parish that has been in office since 2008. Well known in that part of the state for some odd statements and political positions, she once stated the US Constitution is racist:
But her latest Bill is my favorite. Just introduced, I give you HB67:

As background, one can assume this Bill is related to an August 2014 incident IN ARIZONA where a child was allowed to shoot an Uzi at a range and an instructor was accidentally shot. But how the hell does that result in her filing a Bill here and now? Is there an unknown Uzi epidemic happening in Shreveport? Bigger question, how do people like this get elected?

Pretty much all my political stances are based on child safety. If you can find me a legislator that proposes a I'll that bans the use of industrial chainsaws by those 4 year old and younger, I'm on board. Or how about the dangers of 6 year Olds using flame throwers. Why are these problems not being addressed???

I remember a few years ago a friend showing me a video of this woman trying to explain the meaning of the word "shall".
It was both hilarious and disturbing that this woman has influence in the state of Louisiana.
