I don't think it means either.
I think it means Nunes ran around for a couple of weeks as the lackey of the WH (inappropriately), has been hit with bogus ethics complaints, and is in way over his head.

Dude, he lied about going to the white house. Refused to show anyone else the info, this is at least probable cause for an ethics investigation.
Remember the ethics committee has subpoena power. Spin if you want, but, THIS IS NOT GOOD FOR NUNES.
