I have no idea how critical the subsurface utility problems on Bourbon/in 'da Quarters are. Probably just as shitty as in the rest of the city.
Here's what I do know: Bourbon St is one of about a dozen streets in N.O. that you don't need 4WD to negotiate.
I turned off of West End Blvd (which has its "ups and downs") a month or two ago to backtrack and take a pic of one of the new photo speeding ticket cars. fricking Catina St is practically impassable. It was almost comical that a street in a "nice" neighborhood in major metropolitan city could be so bad. I don't know what people do when it rains and you can't tell if a puddle is 1" or 1' deep.

It is conference and festival season. Those staying in the hotels around there are going to be mighty pissed to hear them jackhammering at 6 AM when they are hungover as hell. Let's hope this doesn't interfere with Red Dress Run.

Are you guys aware that 2 Billion has been allotted for street repairs all over the city. They are contracting the work now. The DDD just put out a map of all the streets that are getting redone. Many are going to be rebuilt with all utilities and drainage redone.

Looks nice. Needs to be closed for maintenance once a year during the Bayou Classic

Using white concrete to create better contrast for when NOPD needs to fire shots at the FQ perps. I approve of this from a public safety standpoint.
