I'm not a professional statistician but the odds gotta be worse than 1 in 10,000. Maybe someone can assist.

It's essentially impossible to truly quantify those odds since there are so many potential scenarios, and even it you just focused on the likely scenarios, it would require assumptions based on a limited sample of previous voting patterns, that are not equally applicable from year to year.

So we can maybe narrow it down to 10 potential candidates to get a vote, estimate the likelihood that each one would get a vote each one of the 5 places, and then do a bunch of simulations (say 100,000) and see how many times it results in a tie.
