They are defending funding for services- Planned Parenthood isn't given a massive chunk of money, they're paid specifically for services rendered. That's why Trumpcare had to go to extraordinary lengths to exclude PP from Medicaid reimbursement-- they're a major healthcare provider and are paid for the services they provide.
