At my income bracket it is much better to itemize so I am not familiar with the details.

Ok so thats unfair. Everyone should pay the same percent in taxes in my eyes. Raising taxes on the rich or one class paying more than the one below, to me reminds me of the american revolutionary times. The reason we broke away was because of horrible taxes on them that they could not get out of. It goes against why we wanted to be an independent nation.

Could anyone actually define these for me relative to tax policy?
Both are such relative, mostly subjective, terms in political debates. I'm not sure whether to be happy or outraged without knowing which neat little box I fit into.

There is no such thing as an across the board tax cut.
85% of ALL Federal Income tax is paid by the upper 5% of wage earners.
Therefore any tax cut will always benefit the top 5% since they are the ones paying the bulk of tax.
It is impossible to give tax cuts to those who aren't paying tax.

Tax cuts have created jobs and even created more revenue before. Reagans tax cuts did not blow up the deficit contrary to libtard belief. You need to read the Cato institutes white paper research on this. I have linked it here before. You won't like the results so I doubt you have he courage to read it.

When you look at the deductions and loopholes a lot of wealthy people aren't getting dragged as much as it would appear. Don't most of them end up paying effective rates in the 20-35% range at the end of the day?

There's a relatively large chunk of "taxpayers" who have a net negative federal income tax liability. In other words, they pay 0 federal income tax and get money back. How do you cut their taxes?
