No it's not.

At 4 months babies transition into being a little more grown up. They do not instantly fall into REM sleep as they did before. Hence why they also don't sleep as much in the car, or basically just pass out anywhere anytime.

It takes more to get them to sleep, and it's also a weird transition period where they are too big to be swaddled but they still may have their startle reflex. This will cause all sorts of differences in their schedule.

As for crying it out, yes they can, and it's not too early. You know your child, you can tell by their cry if they are pissed the hell off or they are still sleepy and just fussing or getting comfortable.

Rice cereal can help, it will make them feel fuller.

Start the routine now:
Bath (if it's time for it)
Bottle
Book (read or sing)
Bed.

Every single night.

I've got a 2 year old and a 5 month old and we went through the same thing at 4 months. Stuck with the routine and now she will only get up once. Some nights more. We also transitioned to sleeping in the crib, unswaddled.

Just something for everyone to consider regarding baby rice cereal. There has been much research that points to the arsenic levels in baby rice cereal being high enough to affect cognitive development.

Personally, we have moved to starting our kids off with oatmeal and regular organic baby food like peas, squash, etc. Our 5month old seems to eat it all just fine despite not starting on something like rice cereal.
