I'm a special education teacher. I can tell you that in some instances, the DA has done a lot of good, but in others, it has ruined lives. Kids are covered under the ADA for things like ADHD and Behavior disorders including "explosive disorder" and Oppositional Defiance disorder" which means they dont like authority. These kids learn that they can't be disciplined for their crappy behavior. Once they leave school, many if not most of them end up in someone's jail or someone's grave yard. I'm not speaking from experience with both.

That's the parent's fault. Not the ADA.

Considering those things dont actually exist and are created by pharmaceutical companies to sell drugs, Im going to go with "ruined lives", exclusively.
