I'd assume taking pictures for documentation purposes.
He is also in the picture below that one and you can clearly see a camera.

A Pepsi truck got stuck in that same spot earlier this year, and almost a year ago, another bus got stuck.
Between this and the kid getting impaled at Mardi Gras lat week, this city is about to find itself in court.
