I'm know the CIA or some other agencies did or least thought of/tested some F'ed up stuff (and the USSR was worse) but I've never heard of a plan like this. I also know Weisberg is a liberal democrat and has ridiculed Reagan, particularly the "Evil Empire" comment (history I think vindicates Reagan there) so I'm thinking this is a creation of the writers and is a plan to destroy the USSR crops. Carter did impose a grain embargo that Reagan reversed (guessing they won't mention that ) and in reality, the embargo seemed to help show the Soviets they didn't need grain from the US.

Still chaps me that they are so indignant about destroying their food, when Uncle Joe starved their own people on purpose and commies in Ethiopia were do the same at that time

Yeah but I don't think they knew that at the time. I could be wrong. However there was a good scene last night when Philip realized in the hotel that they have tons of farm land and somehow can't grow enough food for their own people and have to import. You can see he was just realizing that something wasn't adding up
