In the beginning they did, that is true. Later, after the Nazis began treating the population (except for the ones who were anti-Semitic pro-Nazis and/or the ones who the Germans considered to be racially acceptable, i.e. NOT "sub-human Slavs") as slaves, the Germans weren't quite as popular in the Ukraine. It also didn't help that the German invasion resulted in the Ukraine being devastated by the war and the untold human misery that came with it.
