I have a min 12" rock bed between my beds and house. My problem is I have a big pond area and a long row along the back fence that blows through some bags of mulch

i didn't catch what your plans are for this mulch
but I'm electrician with LUS and there are all kinds of bad shite dumped into that waste (mainly 2/4 D) and LGC uses alot of other chemicals to kill anything that grows
damn sure dont put it in your garden
