Yeah, he formed an entire organization specifically designed to select and groom children for himself and likely others to have sex with and emotionally abuse. Even if Jerry didnt go down this path and not molest kids, that kind of dedicated evil is something you're born with.
Regardless, Sandusky is a sociopath who has no human emotions for those around him. He is a complete monster who should be given over to the likes of Ramsay Bolton.
