Hell of a long career, including time in the Marines, FBI (including leading the FBI presence in Iraq), and CBP.
Nothing wrong with resigning if he doesn't agree with Trump's strategy.
Maybe he just wants to retire and go fishing instead of going through a big strategy change.

He took the job a couple months ago. I doubt he just decided it was time to retire.

Yes, and he was despised by the patrol agents in the field.
Under his watch they took a 25% pay cut, had promotions and transfers frozen, and had their duties switched from enforcing the law to providing concierge services to tonks.
