I think that the fact that HW Bush has a higher approval level than Reagan should temper any conclusions drawn from this sort of information.
The average is over the full term(s) of each President.

Reagan's first term went through one of the worst recessions since WWII at that time.

It was induced by Fed Chairman Volker's raising rates to record highs in order to kill the inflationary spiral which began under Carter. Real unemployment went to over 10% for a while.

Reagan actually became more popular after his time in office as people realized it was his tax cut policies that gave us several decades of economic growth and his tough stance on the Soviet Union is what broke the "Evil Empire" apart.

President George H.W. Bush enjoyed the results of the "Reagan Revolution" more than Reagan did.

And GHW Bush would have won re-election if not for his infamous "read my lips, no new taxes" pledge and then he raised taxes.

That's why Ross Perot got 19% of the popular vote, most of which he took from Bush, and allowed Slick Willie Clinton to be President with only 43% of the popular vote.

None of which really alters my point. One can easily look at any President and say they suffered or benefited from the last guy.

That said...

Not sure what you mean by this. If you mean the 80s and 90s growth, sure, then it's just a disagreement on the use of the word several.

Otherwise, though, you're implying we had economic growth for at least 1981-2009, which it wasn't.

It should also be noted that our economic growth was WAY stronger in the 50s and 60s on the average. Aside from a very high peak in 1984, earlier decades had more stable growth. I mean, unless HW Bush reversed all of Reagan's policies, then it doesn't make sense that the economy was terrible in 1990 and 1991.

I'm not seeking to blame any President for any economic failures or successes. In my personal opinion, they don't have nearly the direct impact people like to claim they have. The economy is much more "runaway stampede" in trying to control it than "slightly out of control truck".
