Government subsidized health savings accounts. End of life balances may be transferable to heirs. If the government is going to be deep in the healthcare business, we might as well incentivize saving, budgeting, and selective spending.
Children born from Medicaid mothers get HSAs set up for them at birth, with a portion of the savings coming from any of the government funded income they may be receiving.
