the DC National Guard is a bit different...as there is no Governor and the Mayor doesn't appoint the TAG....
that being said, the TAG in ALL states and territories is a political appointment, Louisiana is a bit unusual in that TAGs don't change that often...in other states, TAGs change with the governor

Fun bit of trivia...up until 2014, the South Carolina TAG was an elected position.
