Rand probably knows what's going to happen. People like the fact that under Obamacare, insurance companies have to cover preexiating conditions. If you're not going to mandate young people purchase insurance policies, the answer is a government plan like Citizens or an expansion of Medicare if you want preexisting condition coverage. That will blow up the deficit and make Rand unhappy. The republicans choices are not very appealing and that's why repeal and wait 3 years seems the choice for the moment.
