Thats a good question.
I've been doing it pretty steady for about 3 years now, and every once in a while I think I've got it figured out...
and the next day, they let me I don't.
The books mentioned are good, and interesting as how much successful trout fishermen disagree on a lot of methods. All the same, its a good starting place.

Is it more of a learning the fish in general, or does the techniques and strategies vary greatly place to place and season to season?

well fishing lake ponchatrain is like night an day different then fishing anywhere else really.
I would say yes its a general learning how to fish thing that applies anywhere you go to in Louisiana with one exception, lake ponchatrain
if you fish elsewhere, and go fish the lake the same way, you wont do very well, and vise versa, if your a lake fisherman, and fish that way in the marsh, you wont do very well, so the lake is a separate animal all to itself and should be treated as such.
one constant thing about the lake is bottom contact seams to be the key, fish like baits on or just off the bottom bumping it so you fish it the way you would jig fish for bass. one other method that works is people also troll the trestles and causeway bridge pilings for trout dragging 3/4" rattletraps and swim baits and do well that way too.
when you want to fish the marsh down south, that's going to be completely different bait presentation so don't expect anything that works in the lake to necessarily be a good idea that works in the marsh locations.
