Here's the wiki entry. Speer and other German leaders thought that this Fuhrer Decree would cause the German civilian population to die off in huge numbers from starvation and sickness.

Despite the fact that Hitler's Nero Decree was largely ignored, many Germans succumbed to sickness and malnutrition that winter.

So, there's no mistaking it: Hitler wanted the German people and the German nation to be destroyed. He gave the orders that would cause that to occur.

If today's Germany is one day completely subjugated by Jew-hating Islamic Sharia, Adolf Hitler would be most pleased, were he alive to see it. I would go so far as to say that the Neo-Nazis of today should be working hard to achieve that objective, if they wish to be doing the work of their Fuhrer.
