Lived in Mandeville/Covington for 25 years and still travel there twice a week. If you don't think the traffic has gotten to be a huge issue than you must not live there anymore. 190, I-12, and 21 are brutal every single day of the week. It took me an hour today to get from the Stone Creek area to Bears and back. Took 21 there and 190/12 back. That's probably only 6 miles away.
