Nah, their main reason is to screen guys to make sure there aren't surefire busts among the top 10 recruits. Second is the branding element, and I agree that any recruit who goes abroad is tanking their Nike/UA/Adidas money on the first contract.
Only reason a guy goes abroad is if he can't qualify academically or was paid as an amateur.
Btw, the big who went to Israel and then Japan was Jeremy Tyler.
