I saw a show on the History Channel once where they talked about this. Apparently the president pays for his own toothpaste, razors, deodorant, etc. I would think the government pays for state dinners with other dignitaries, don't know about just the average meal though.

The POTUS has to pay for everything not related to his presidential duties. Day to day food, toothpaste, etc. There is a total living expense that is billed monthly to the POTUS. This per the History Channel. Want to try & guess who was the only presidential couple in the history of the W.H. who left owing money to the WH? Who also left taking with them furniture & items that belonged to the WH & not themselves? Who had to return each & every piece? Hint: the wife is presently all curled up in a ball & drinking a lot of wine.
