IMO, what's more important than term limits for holding office is this: Term limits on holding leadership posts (committee chairs esp) and create a 4 year ban on direct lobbying.

This used to be my stance. But I've come to believe that catering to local interests, combined with creative gerrymandering and a frankly ill-informed public make it extremely difficult for incumbents to be unseated. For every good legislator with 20+ years in office, I can think of 5 that need to be tossed out of Washington post-haste.
I'm aware that term limits have been a mixed bag at the state level. But new members of the US House and Senate will have far more resources in terms of staff to get themselves up to speed.

Repealing the 17th amendment works even better than giving them term limits.
Originally they were appointed by State Legislatures.
