Etling was hit as he was throwing the ball. That usually isn't called intentional grounding. Not sure how the rule applies in that situation. But I have seen it happen fairly often that the QB is hit while throwing and the ball doesn't go past the line of scrimmage where it isn't considered grounding and no one even questions that it should be called grounding.
But I don't know if the rule addresses that circumstance.

If the rule states it doesn't matter whetherthe QB is being hit or not, the ball still needs to go past the line of scrimmage, then that call is missed dam near every game. Every replay where they try to determine if the QB's arm was moving forward or not and the ball just falls to the ground would be called either intentional grounding or a fumble if that was the case.

Read this slowly...Etling's throw was impeded by a hit from a defender. When this happens IG shall not be called. The LOS has NOTHING to do with his attempt to throw being impeded.

If this was the case, every time a QB went to throw the ball and was hit IG would be called if it flutters out of his hand and doesn't cross the line.
