This is off the OPs topic but I too have a TDI parked. I've uploaded all my docs online and mine still says under review. When did yours switch over to reviewed? They've had my stuff on there for weeks.
Off topic as well but why are you guys parking the TDI's?

Yeah, I don't get parking it unless you just came across an unbeatable deal. I'm getting well over 40 mpg and I'm actually dreading giving that up. I don't need to give up the car, but the situation presented itself. I'll be going back up to a midsized truck or large car, so I'm dreading the mileage going back down. Driving this until they give me a check.

Mine has a mechanical problem unrelated to the buy back but I don't want to sink any money into fixing it. I would be driving it otherwise.

1 - I have just over 100k miles on it, due for an oil change and have had a number of maintenance issues with it over the past year. I'm wiping my hands of it and I don't want to sink another dime into it. I dropped about $3k on service the 6 months leading up to the scandal, and I'm over it.
2 - This isn't first hand experience, but I originally read about it on tdiclub forums and it makes sense to me. The only stipulation on delivering the vehicle to the dealership for the buyback is that it must be "driven in under its own power." This would mean the car is operational so if something happens to it between now and the day you turn it in, you need to get it fixed (at least driveable). To further complicate it, I've heard that if you happen to total it, most insurance companies will not agree that the car is valued at the amount VW will buy it back for. For example, I'm supposed to get $16k from VW, but if I total my TDI tomorrow, my insurance will probably only give me ~$8k based on the car's value pre-scandal.
Again, I don't know if #2 is completely true, but I have no desire to test those waters. Lastly, I had the money to buy a car and got what I think is a good deal so I pulled the trigger
