Mexico City is not the same as northern Mexico. I don't ever see the MLB expanding there, but that city isn't a "third world country ran by drug lords".

Mexico City is huge. The nice parts are really nice and bad parts can be easily avoided. MC is safer than DC, Atlanta, Chicago, etc. It's the northern part of the country that's a complete shithole.
