Ways to prevent tanking in a Dynasty League? FSB opinions are welcomed

Dynasty League..14 members and the rookie draft is not a snake draft, it's 1-14, 1-14, etc.
Top draft picks (1-6) or at a major premium.
We have a strict no tanking policy, and it has worked alright for the most part. In the last few weeks, a few members have been leaving players listed "Out" in their line-up. There's no way to 100% know if someone is tanking, of course. It varies from the guy at the top of the standings to the guy at the bottom. I'm just curious if we can set a standard precedent here to completely stop it.
Any ideas?

Either make it a snake draft or randomize the order.
Or weekly payouts, but then that'd increase the buy-in or reduce the winner's payout

That's not an option. Would take much much longer for the teams at the bottom of the standings to pull back even if it wasn't a straight draft.

We already have a dedicated pot to the first team to get 70 regular season wins. It'll be in the $700 range, I'm assuming.

Maybe mimmick the NBA lottery system. No locked in guaranteed picks. Only a random drawing for non playoff teams then slot in playoff teams by order of finish after all teams have drawn. No extra balls or tickets for being worst in the crap pack. Don't reward failure to the point where strategic incentives favor you tanking.

In one of my leagues we do a varied draft order like 9,8,7,6,5,4,12,11,10,3,2,1 vs a standard 12 to 1. This encourages the bottom to fight for 9th or better.

not true, for one, if you work the wire and take advantage of trading
secondly, if people are leaving hurt players in their lineup, tough shite if you arent helping them get better.

Trading, yes
But we have 25 man rosters. You aren't changing your teams dynamic by picking up FA's. You need to build through the draft and by trading.

I would institute a penalty system(only since it is dynasty). Frick that shite if it was redraft I would purge those arseholes.
