Current SEC bylaw 30.22.1.3:
30.22.1.3 Conference Championships. Conference championships are subject to the following:
(a) A Conference champion shall be determined annually in each of the sports listed in Bylaw 30.22.1.1. The method of determining the Conference champion for each of these sports shall be provided for in the Commissioner’s Regulations of each sport. When two institutions tie for a championship and no championship play-off is held, these institutions shall be declared co-champions; and
(b) A member institution’s team or teams, prohibited by the Southeastern Conference or the NCAA from participating in postseason competition in a given sport, shall not be eligible for a Conference championship and participation in a Conference season-ending event (e.g., game, tournament, meet) in that sport for the
duration of this prohibition. [Revised 6/1/12]
ETA: There is nothing about wins/win pct.

probably from where i got mine when i looked up the bylaw number

this says commissioners regulations for 2015-2016 GOVERNING CONFERENCE COMPETITION,
CHAMPIONSHIPS AND TOURNAMENTS
the one you provided is obviously an updated one that said 2016-2017.
the one just a year prior stated the higher winning percentage, which is why most people have said that.

Y'all have to look at the sport specific bylaws. See here on pg 68 LINK
And although further down it says this
quote:

between the two division champions. The team in each division with the highest percentage of wins during all regular-
season Conference competition will be declared division champion.
And although further down it says this
quote:There is also a provision under inclement weather and interrupted game procedures that games may be canceled. So, it would go to win %
Each Conference team shall play eight Conference games each year.
