According to the page 1 Advocate link, they do:

Doesn't that quote in the rules(assuming it's there, based on the Advocate link) tell us everything we need to know?

I can't find a single reference to a requirement that the teams play an equal number of games, etc. I go back to my previous point -- all tiebreaker rules are irrelevant if there is not a tie.

So where is the by-law or rule that states the division winner is selected based on winning percentage?

This is nowhere in the actual rules. The Advocate, which is shite, took 1+1 and made it equal 4
