Looks like it could be shake from decent weed to me. Think I can see some orange hairs and crystals in there. It's probably just been mostly smoked through.
Or maybe not. Difficult for me to tell through a picture like that.

Yep. It could be the bottom of a bag of something decent. It's hard to tell inside the bag. But really, good herb should never be in a bag, unless it's just your stash for the night.
