Everything the government does wastes money. Instead of all this BS paying up to $15k why not hand half of that to every person who is down to studs in their house?

My parents are getting the sheetrock done and the entire inside of their house repainted from floor to ceiling for about $7500.
These guys are charging $15,000 for a small piece of sheetrock around the outlets and a temporary sink made from scrap wood.
