You should have between 53-55 degrees coming out of your vents.
New filters
Clean coils inside and outside
Inspect duct work to check for leaks
Also attic stairs have separation causing hot air to pour in?
Hows the insulation level in your attic? A well insulated attic can make a huge difference as well. Also an attic stair tent cost around $180 and really helps in keeping the cold air inside. You'll get your money back in about 3 years from energy efficiency.

Cost me less than $20 for a rigid foam and aluminum duct tape set up like this.

Not so you measure the differential between return air and supply air - should be 17-20 degrees
to have 53 coming out of the supply air you would need 73 in return air
